Changes to Libraries’ web page

The revised Catalogs menu, including Educat, Pegasus, and WorldCat, is now in production.
Additionally, technical changes have been made to the entire menu bar to increase browser functionality. Now right-clicking on menu words brings up the standard Link context menu, allowing users to open links in a new window, etc.
